Meet The Team

Dr. Breona Monique Hayes, Title IX Compliance Director, joined the Office of Legal Affairs in May 2021. A scholar practitioner and native of Jacksonville, FL. Dr. Hayes is a certified Title IX Administrator with additional certifications in Civil Rights Investigations, Hearing Officer and Decision-Maker, Campus Survivor and Victim Services, ADA/Section 504 and Athletics Compliance. As a lover of imparting knowledge, Breona has devoted her life to the passion of aiding communities of color and creating pathways to educational attainment through engagement and advocacy.

Breona completed her undergraduate studies at Florida A&M University with a Bachelor of Science in Health Science. She also obtained her Master of Arts in Mental Health Counseling and a Master of Arts in School Counseling from Webster University. Dr. Hayes received her Ph.D. in Urban Higher Education from Jackson State University. Breona has served in several leadership capacities in her professional and social organizations including BRIDGES Leadership for Women in Higher Education, Delta Sigma Theta Sorority, Incorporated, and a fellow in the Higher Education Leadership Foundation and the HBCU Executive Leadership Institute.

Tyrone C. Joyner, Title IX Investigator/ Compliance, joined the Office of Legal Affairs in January 2024. Before joining the office, Tyrone was an Investigator with the Guilford County Public Defender's office. He investigated criminal cases in Guilford County and throughout state. 

Tyrone has also served as a Magistrate and Executive Director of a deferred prosecution program for two decades assisting the District Attorney's office. 

Tyrone is a graduate of Auburn University in 1992, earning the degree of Bachelor of Science in Criminology, where he was a scholarship student athlete on the track team. He received his Master's degree in Peace and Conflict Studies from The University of North Carolina at Greensboro in 2019.
