OPEN ENROLLMENT: PLAN YEAR 2025
Enrollment period: Sept. 30 - Oct. 25, 2024 | Effective date of changes: Jan. 1, 2025
The Open Enrollment period is your opportunity to select the health plan that best meets the needs of you and your family. To make changes to your benefits, you will need to visit both enrollment platforms. The platform you choose will determine the benefits in which you are enrolling: please navigate to eBenefits (Benefitfocus) to enroll in medical health insurance, and to UNC Empyrean (COMPASS) for NCFlex supplemental benefits.
Remember, YOU MUST TAKE ACTION during the enrollment dates: Sept. 30 - Oct. 25, 2024.
During Open Enrollment, benefits-eligible employees will be able to enroll in or update the following benefits:
- Accident
- Flexible Spending Accounts
- UNC Life Insurance
- UNC Voluntary AD&D
- UNC Supplemental Disability
- Cancer and Specified Disease
- TRICARE Supplement coverage
Where you need to go
There are two enrollment platforms—eBenefits (Benefitfocus) and UNC Empyrean (COMPASS). For 2025, you will continue to use eBenefits (Benefitfocus) to make health coverage elections through the State Health Plan. For all other benefit elections, including all NCFlex and UNC System benefits, you will continue to use the UNC Empyrean (COMPASS) platform.

You will also go here to answer your tobacco attestation if you elect to enroll for health coverage under the State Health Plan and want to receive the wellness credit.

UNC Empyrean (COMPASS)
You will go here to enroll in/make changes to your elections for:

Important: If you are currently enrolled in the Life Insurance, AD&D (Core and/or Voluntary), Cancer and Specified Disease, and/or Critical Illness plans, you will need to log in to the UNC (Empyrean) platform and designate your beneficiary(ies). Your current beneficiary(ies) will NOT be transferred over to the UNC (Empyrean) platform.

NEW for 2025: You may recall that the State Health Plan announced that it would be transitioning to Aetna on January 1, 2025. As a result of this change, you will need to log in to eBenefits (Benefitfocus) to designate your Primary Care Provider under Aetna during Open Enrollment.
- If you enrolled in the Enhanced PPO Plan (80/20) through the State Health Plan during 2024 and want to participate in that option in 2025, you must enroll for coverage on the eBenefits (Benefitfocus) platform during Open Enrollment.
- If you want to reduce your premium under any of the plans offered by the State Health Plan, you MUST complete your tobacco attestation on the eBenefits (Benefitfocus) platform. If you fail to take action during Open Enrollment, you will not receive the $60 monthly wellness credit in 2025.
- Benefit elections made through the UNC Empyrean (COMPASS) enrollment platform (i.e., all benefits except health) will remain in effect for 2025 unless you decide to make a change during Open Enrollment. Exception: Flexible Spending Accounts (FSAs) require re-enrollment every year, so your benefit election from last year will not roll over for 2025. If you want to participate in either of the FSAs, you must make an election on the UNC Empyrean (COMPASS) platform during Open Enrollment.
- No employee premium increases for the 7th year in a row!
- There are no significant benefit changes for 2025.
- The formulary (drug list), which determines what medications are covered and what tier they fall under, changes on a quarterly basis, so there is a possibility that you will have changes in your prescription coverage in 2025.
- New hires and QLEs (Qualifying Life Events) through November 30, 2024 will receive ID cards for BCBS for the remainder of the plan year 2024 and Aetna for the plan year 2025
- All Employees must select a Primary Care Provider w/Aetna
- Members who select a Clear Pricing Project Provider as their Primary Care Provider will continue to enjoy a $0 copay!
- Members will continue to enjoy a reduced copay when visiting a Clear Pricing Project Specialist!
- Preferred and non-preferred insulin continues to have a $0 copay for a 30-day supply!
- Preventive Services remain covered at 100% – no copay or deductible – on either plan!
- Tobacco users can attend a tobacco cessation counseling session at a CVS MinuteClinic or Primary Care Provider’s (PCP) office for FREE to earn a lower premium for 2025! (If you combine your tobacco cessation visit with another service at your PCP, there may be a copay.)
- You must complete the tobacco attestation during Annual Enrollment, but you have until November 30, 2024, to complete the tobacco cessation visit to eliminate the $60 monthly tobacco surcharge for 2025.
During Annual Enrollment, employees may add or delete eligible dependents from their benefit plans. Just as with plan changes, any dependents added during Annual Enrollment have an effective date of January 1, 2025. If you are adding dependents to your health plan, the State Health Plan requires that you include SSNs and submit documentation verifying your dependents’ eligibility.

- The deadline to upload documentation for AE is October 25, 2024.
- Remember to re-enroll in FSAs for the upcoming year!
- Healthcare FSAs have a 2025 maximum annual election amount of $3,200.
- The rollover limit for 2025 is $610 (minimum amount is $25). Funds elected for 2025 must be used between January 1, 2025 – December 31, 2025, and claims for that time period must be filed no later than Mar 31, 2026.
- Dependent Daycare FSAs have a 2025 maximum annual election amount of $5,000.
- Funds elected for 2025 must be used between January 1, 2025 – March 31, 2026, and claims for that time period must be filed no later than March 31, 2026.
- Review information carefully.
- Take time to plan for the upcoming year.
- Remember to re-enroll in FSAs for the upcoming year!
- Don’t wait until the last minute!
- Review, add and/or update beneficiaries in the enrollment portal for applicable plans.
- All enrollments must be completed online and submitted no later than October 25, 2024
- For online enrollment, don’t forget to SAVE! Once you submit your election during the Annual Enrollment period, you may not make changes.
- Print/save confirmation statement from BOTH online enrollment platforms or record date/time of your phone enrollment or save screenshot from app enrollment.
- State Health Plan premiums are deducted in advance, so the first premium for 2025 is deducted in the December 2024 paycheck.
- Review your State Health Plan premium deduction in December 2024 for accuracy, compare what was deducted to your confirmation statement, and contact Benefits if you see an error.
- Review your January 2025 paycheck for the accuracy of all other deductions. Compare what was deducted to your confirmation statement and contact Benefits if you see an error.
We encourage employees to start reviewing your 2025 benefits options now and be sure to make any changes during the upcoming enrollment period, which is September 30th - October 25th, 2024.
In-person assistance during the Open Enrollment period
Human Resources will provide in-person assistance during the open enrollment period. Keep in mind that the enrollment period applies to both your State Health Plan and NC Flex. Your new elections will go into effect Jan. 1, 2025.
